It is the seat of [[Comuna de Minas, DL|Comuna de Minas (Commune of Mines)]] and an important mining and tourism center near the juncture of the Río de Minas with the Río Hierro. The town has an extensive history stretching back to the pre-colonial era, and was the locus of the colonial silver-mining industry. Contemporarily, it is mostly known for being the site of several major fine arts events and venues. It is one of the most significantly touristic towns in the Ardisphere, and its steep hills, numerous tunnels, pedestrian streets and narrow alleyways lined with colonial architecture, all cause the town to be considered one of the most attractive and pleasant in the country.

The name derives from the original silver mining operation along the Río del Árbol in the Colonia Coreana in the 1920`s, near the town of Puente Rota (부서진다리읍 [Buseojin Dari-eup]). Mokgang (목강 ''hanja'' 木江) is the [[Gohangukian language|Gohangukian]] name for Río del Árbol, which written in Sinian characters forms the brand identity for the company.

The city is named for the Altazorian priest [[Julián Tigreblanco]], an early convert to Catholicism in 1500s who has the distinction of being the only Altazorian saint, San Julián. According to legend, among other miracles, Tigreblanco lured a group of Castellanese soldiers away from Altazor, where they were intending to attack, to the location of Minas by promising them "infinite treasure." Sure enough, there was a great deal of silver to be found at the location, although in prior times there had been no known treasure, and so consequently, the Castellanese army deferred attacking Altazor for another 70 years, and focused on exploiting the silver mines.

Minas de Tigreblanco is the first westbound stop on the branch line of the Ferrocarriles Orientales "Imperio Interior" regional line, which connects the north-south Rio Hierro main line to [[Dos Lagos, DL]], which lies to the northwestward over a spur of the mountains called [[Sierra de los Cientoocho]]. The station is to the south of the older part of the town, but the "new" city hall was built next to the train station in 1885, so that has become the commercial center of the town.

The city is host to the public arts university called [[Instituto de Artes Maomé Sakuba Lamar]] (''[[Ingerish]]'' Institute of Arts), which offers undergraduate and graduate level programs in various fine arts disciplines. The Institute forms a focal point for the town's economy and has contributed to the importance of tourism, with the many artistic events and venues surrounding the school creating a major draw.
 
The consolidated regional high school, Liceo Tigreblanco, and the consolidated middle school, Secondaria Ucalegonte Casardiente, are located on opposite sides of the canyon that forms the core of the town. There are 4 neighborhood elementary schools, as well as the public arts high school (Colegio Maomé Sakuba Lamar) affiliated with the university.
