For its first 163 years, the dukes and duchesses were absolute rulers, nominally embedded in the Mahhalian feudal system, but since the promulgation of the 1920 Basic Law by [[Atena Cleopatra Carapreta Lollohhopeset de Redcrosse|Duchess Cleopatra I]], they have ruled constitutionally as semi-sovereigns (under the Mahhalian Kingdom of Lyr).

Thus the election process for the Premier is ''de facto'' carried out at the level of the party-internal election of the leadership of the party, however, since law allows non-party members to participate in this process, the selection is thus fairly democratic.
